OSHA says the short answer is “no” in a letter of interpretation of 1910.1200(b)(6)(i). As these types of universal waste are considered “hazardous waste” under the Resource Conservation and Recovery Act, they are exempt from 1910.1200. Source: 5/20/2019 OSHA letter of interpretation.
