There are no regulations regarding which type of rebar cap is used for what. The regulation (1926.701(b)—Reinforcing steel) only tells you that you must protect employees from impalement by guarding the rebar. The regulation says: All protruding reinforcing steel, onto and into which employees could fall, shall be guarded to eliminate the hazard of impalement.
