OSHA regulates overhead cranes at 1910.179.
There is very little mentioned in the regulation pertaining to training. At 1910.179(8) OSHA states, “Designated personnel . Only designated personnel shall be permitted to operate a crane covered by this section.” 1910.179( 35) Designated means selected or assigned by the employer or the employer’s representative as being qualified to perform specific duties. So, OSHA leaves it up to you to determine what training is necessary for you to “designate” an employee to be qualified to operate a crane.
However, the construction regulations have more specific requirements that can be used.
Riggers: Rigger employers must use qualified riggers during hoisting activities for crane assembly and disassembly work and whenever workers are within the fall zone and hooking, unhooking, or guiding a load, or doing the initial connection of a load to a component or structure. Regarding certification, riggers do not have to be certified by an accredited organization or assessed by a third party. Employers may choose to use a third party entity to assess the qualifications of the rigger candidate, but they are not required to do so. A qualified rigger must possess a recognized degree, certificate, or professional standing; has extensive knowledge, training, and experience; or successfully demonstrate the ability to solve problems related to rigging loads.
Signal person: The signal person must be qualified by either a third party qualified evaluator or employer’s qualified evaluator per 1926.1428.
OSHA doesn’t specifically have requirements for trainers but they must also be qualified riggers or signal persons.
