The evaluation and documentation requirements became effective February 7, 2019. Rather than having to reevaluate an operator that an employer has already determined is competent to operate particular equipment safely, OSHA will allow employers who have evaluated operators prior to the publication of this final rule to simply document their previous evaluation of those operators.
