No. In order to keep vehicles registered under the International Registration Plan (IRP) in a carrier’s base jurisdiction, at least one vehicle must accrue miles in that base jurisdiction. Each of the carrier’s apportioned vehicles do not need to operate back to the base jurisdiction or accrue miles there.
