Yes, accessory equipment such as hydraulic buckets, shovels, and blades on heavy machinery must be completely lowered and secured to the vehicle, according to 393.130. This requirement applies to heavy vehicles, equipment, and machinery (such as front end loaders, bulldozers, tractors, and power shovels) which:
- Individually weigh 10,000 pounds or more; and
- Operate on wheels or tracks.
