Federal regulations
Wisconsin has adopted Part 393 of the Federal Regulations with the exception of Sec. 393.42 in some instances.
Applicability
Part 393 applies to any self-propelled or towed motor vehicle used on a highway in intrastate commerce when the vehicle has a gross vehicle weight rating, gross combination weight rating, gross vehicle weight, or gross combination weight of 10,001 pounds or more, or is of any size transporting a placardable amount of hazardous materials.
Brakes
Sec. 393.42 shall not apply to vehicles placed in operation in common, contract, or private carriage prior to June 1, 1987.

No requirements.
Mudflaps
Trucks and semitrailers used in intercity movement, except when equipped with dump bodies, shall be equipped with either rear fenders or mudguards capable of restricting to a minimum the splashing of water, mud and other materials which may be thrown by the rear wheels. Fenders and mudguards shall be at least as wide as the tire or multiple tires they are protecting, and extend rearward and downward so that the fender or mudguard under any condition of loading of the vehicle has a ground clearance of not more than 1/3 the horizontal distance from the center of the rearmost axle to the fender or mudguard.
Exception — Mudflaps are not required on vehicles or semitrailers equipped with dump bodies.
Studded tires
No tire may have any block, stud, flange, cleat, spike or any other protuberance of any material other than rubber projecting beyond the tread surface of the tire.
Tire chains
Tire chains of reasonable proportions may be used on any vehicle when required for safety because of snow, ice or other conditions tending to cause a vehicle to skid.
