Federal regulations
Tennessee has adopted Part 393 of the Federal Regulations.
Applicability
Part 393 applies to commercial motor vehicles operated in intrastate commerce to transport property that have a gross vehicle weight rating or gross combination weight rating of 26,001 pounds or more, or a motor vehicle of any gross vehicle weight transporting hazardous materials. However, a Tennessee Highway Patrol officer having probable cause to believe such a commercial motor vehicle is being operated with unsafe loading or mechanical conditions may inspect the vehicle. If the officer determines the vehicle is being operated with unsafe loading or mechanical conditions, the officer must place the vehicle out of service.

Mudflaps
Any motor vehicle including a truck tractor or combination of vehicles with a carrying capacity over 3,000 pounds must be equipped with rear fenders, mudflaps, or mudguards of a size that substantially prevents the projection of rocks, dirt, water, and other substances to the rear.
Studded tires
No tire may have any block, stud, flange, cleat, spike or any other protuberance of any material other than rubber projecting beyond the tread surface of the tire.
Tire chains
Tire chains of reasonable size are allowed when required for safety because of snow, ice, or other conditions tending to cause a vehicle to skid.
