Federal regulations
Ohio has adopted Part 393 of the Federal Regulations.
Applicability
Part 393 applies to vehicles operated by for-hire carriers with a gross vehicle weight rating or gross combination weight rating, or gross vehicle weight or gross combination weight of 10,001 pounds or more (whichever is greater).
Part 393 applies to vehicles operated by private carriers with a gross combination weight rating or gross combination weight of 26,001 pounds or more, whichever is greater, inclusive of a towed unit(s) with a gross vehicle weight rating or gross vehicle weight of more than 10,000 pounds, or a single vehicle operated by a private carrier with a gross vehicle weight rating or gross vehicle weight of 26,001 pounds or more.
Part 393 also applies to any size vehicle (for-hire or private) transporting a placardable amount of hazardous materials.

Mudflaps
A motor vehicle, trailer, or semitrailer used for the transportation of goods or property with a gross weight (with load) that exceeds three tons must be equipped with suitable metal protectors or substantial flexible flaps on the rearmost wheels of the vehicle or combination of vehicles to prevent the wheels from throwing dirt, water, or other materials on the windshields of following vehicles.
Such protectors or flaps must have a ground clearance of not more than one third of the distance from the center of the rearmost axle to the center of the flaps under any conditions of loading of the vehicle, and they shall be at least as wide as the tires they are protecting.
If the vehicle is so designed and constructed that such requirements are accomplished by means of fenders, body construction, or other means of enclosure, then no such protectors or flaps are required.
Rear wheels not covered at the top by fenders, bodies, or other parts of the vehicle shall be covered at the top by protective means extending at least to the center line of the rearmost axle.
Studded tires
Studded tires may be used from November 1 through April 15.
Tire chains
Tire chains may be used when there is snow or ice on the streets or highways.
