Federal regulations
New Jersey has adopted Part 393 of the Federal Regulations.
Applicability
Part 393 applies to an intrastate vehicle with a gross vehicle weight, gross vehicle weight rating, gross combination weight, gross combination weight rating, or registered weight of 10,001 pounds or more, or a vehicle of any size transporting a placardable amount of hazardous materials.
First aid kit
No requirements.
Mudflaps
Trucks, full trailers or semitrailers of a registered gross weight over three tons, must be equipped with metal protectors or substantial flexible flaps behind the rearmost wheels before operating on the highways. If there is no fender, body or other protection over the top of the wheel, some suitable protection must be provided. The flaps or other devices should substantially reduce the amount of dirt, water or other materials thrown on windshields of following vehicles.
Studded tires
Studded tires may be used between November 15 and April 1 each year, provided the tires are in generally safe operating condition.
Tire chains
Motor vehicle tires may be fitted with tire chains of reasonable size when roads, streets, and highways are slippery, because of rain, snow, ice, oil, manner of construction or other reason; provided, however, that no tire chains shall be used at any time on improved highways when highway conditions do not make such use necessary for the safety of life or property. No person shall use any tire chains so constructed or installed as to be likely to be thrown so as to endanger any person or property.
