Nebraska has adopted Part 391 of the Federal Regulations.
Applicability
Age
To drive intrastate, a person must be 18 years old. To drive interstate, a person must be 21 years old.
Driver qualification file
A driver qualification file (Sec. 391.51) is required. There are exceptions to the physical qualification requirement. See Physical Qualification below for details.
Operator’s license
Nebraska has implemented the following classification system:
Class | Description |
Class A | Combination of vehicles with a gross combination weight rating of 26,001 pounds or more if the gross vehicle weight rating of the vehicle(s) being towed is in excess of 10,000 pounds; |
Class B | Single vehicle with a gross vehicle weight rating of 26,001 pounds or more or any such vehicle towing a vehicle with a gross vehicle weight rating not exceeding 10,000 pounds; |
Class C | Single vehicle with a gross vehicle weight rating of less than 26,001 pounds or any such vehicle towing a vehicle with a gross vehicle weight rating not exceeding 10,000 pounds comprising: |

Class O | Any motor vehicle except a commercial motor vehicle or motorcycle. |
Class M | Motorcycle. |

O | No tractor-trailer commercial motor vehicle |
V | Operation of a commercial motor vehicle for drivers with medical variance documentation. (Documentation must be carried by driver when operating a commercial motor vehicle.) |
Z | No full air brake equipped commercial motor vehicle |
Physical qualification
The provisions of Part 391 Subpart E, Physical Qualifications and Examinations, shall not apply to any driver who operates a commercial motor vehicle exclusively in intrastate commerce and holds a commercial driver’s license issued prior to July 30, 1996.
Exception — Part 391, Subpart E does not apply to the operation of a covered farm vehicle.
