Federal regulations
Nebraska has adopted Part 393 of the Federal Regulations.
Applicability
Part 393 applies to all intrastate motor carriers and all vehicles of intrastate motor carriers with a gross vehicle weight rating, gross combination weight rating, gross vehicle weight, or gross combination weight over 10,000 pounds, and to all intrastate motor carriers operating vehicles transporting a placardable amount of hazardous materials.

Mudflaps
Every new motor vehicle or semitrailer purchased after January 1, 1956, and operated on any highway in the state must be equipped with fenders, covers or devices, including flaps or splash aprons, unless the body of the vehicle affords adequate protection to effectively minimize the spray or splash of water or mud to the rear of the motor vehicle or trailer.
Studded tires
No tire may have blocks, studs, flanges, cleats, spikes or other protuberances of any material other than rubber projecting beyond the tread surface.
Exception — Pneumatic tires with metal or metal-type studs not exceeding five-sixteenths of an inch in diameter inclusive of the stud casing with an average protrusion beyond the tread surface of not more than seven sixty-fourths of an inch are allowed between November 1 and April 1.
Tire chains
Tire chains of reasonable size may be used on any vehicle when required for safety because of snow, ice, or other conditions tending to cause a vehicle to slide or skid.
