Federal regulations
Missouri has adopted Part 391 of the Federal Regulations, with an exception in Sec. 391.11(b)(1).
Applicability
Part 391 applies to commercial motor vehicles operated in intrastate commerce which have a gross vehicle weight rating or gross combination weight rating of 26,001 pounds or more, or vehicles transporting hazardous materials.
Age
18 years of age to obtain a CDL or Class E license, 21 if transporting hazardous materials.
Driver qualification file
A driver qualification file (Sec. 391.51) is required. There are exceptions to the physical qualification requirement. See Physical Qualification below for details.
Operator’s license
The commercial driver’s license classification system is as follows:
Class | Description |
---|---|
Class A | Combination of vehicles with a gross combination weight rating (GCWR) of 26,001 pounds or more, provided the gross vehicle weight rating (GVWR) of the vehicle(s) being towed is 10,001 pounds or more. |
Class B | Single vehicle with a GVWR of 26,001 pounds or more, or any such vehicle towing a vehicle with a GVWR of 10,000 pounds or less. |
Class C | A single vehicle with a GVWR of 26,000 pounds or less (may tow a vehicle with a GVWR of 10,000 pounds or less) designed to transport 16 or more passengers, including the driver, or is transporting hazardous materials requiring placarding. |
Class E | A person who receives compensation to drive any motor vehicle in the transportation of persons or property, or who drives a motor vehicle for hire, or regularly drives a commercial motor vehicle of another person in the course of or incidental to their employment. The holder of a Class E license cannot drive a vehicle requiring a Class A, B, or C license. |
Class F | A motor vehicle other than one requiring a Class A, B, C, or E license, including any recreational vehicle used solely for personal use. |
Class M | A motorcycle or motortricycle. |

Physical qualification
The physical requirements shall not be applicable to drivers in intrastate commerce, provided that such drivers are licensed as chauffeurs effective May 13, 1988.
