Federal regulations
Minnesota has adopted Part 393 of the Federal Regulations.
Applicability
Part 393 applies to motor vehicles that have a gross vehicle weight, gross vehicle weight rating, gross combination weight, or gross combination weight rating of 10,001 pounds or more, or hauling hazardous materials required to be placarded.
Exception — Part 393 does not apply to an individual operating a pipeline welding truck. A pipeline welding truck is defined as a motor vehicle that is traveling in the state in which the vehicle is registered or another state, is owned by a welder, is a pick-up style truck, is equipped with a welding rig that is used in the construction or maintenance of pipelines, and has a gross vehicle weight and combination weight rating and weight of 15,000 pounds or less.
Fire extinguisher
In addition to the requirement in Sec. 393.95, a lightweight vehicle must carry a fire extinguisher that meets the requirements of Sec. 393.95. Section 221.012 of the Minnesota Statutes defines a lightweight vehicle as a vehicle with a gross vehicle weight of 10,000 pounds or less, but does not include a vehicle transporting passengers for hire or a vehicle transporting hazardous materials that must be marked or placarded per 49 CFR 177.823.
First aid kit
No requirements.
Mudflaps
Every truck, truck-tractor, trailer, semitrailer, pole trailer, and rear-end dump truck (except rear-end dump farm trucks and military vehicles) must be equipped with wheel flaps or other suitable protection above and behind the rearmost wheels of the vehicle or combination of vehicles to prevent, as far as practicable such wheels from throwing dirt, water, or other materials on the windshields of vehicles which follow. Such flaps or protectors must be at least as wide as the tires they are protecting and have a ground clearance of not more than nine inches from the ground when the vehicle is empty.
For a dump truck or truck with a rigid box fastened to its frame and having a conveyer belt or chain in the bottom of the vehicle which moves the cargo to the rear end of the vehicle, the flaps shall be mounted as far to the rear of the vehicle as practicable and shall have a ground clearance of not more than 18 inches when the vehicle is loaded.
A bottom-dump cargo vehicle transporting sand, gravel, aggregate, dirt, lime rock, silica, or similar materials must be equipped with flaps that are mounted to the rear of the axles, cover the entire width of the vehicle, and have a ground clearance of six inches or less when the vehicle is fully loaded.
Studded Tires
No tire with any block, stud, flange, cleat, or spike or any other protuberances of any material other than rubber which projects beyond the tread of the traction surface may be used.
Exception — Motor vehicles properly licensed and registered in another state or province of a foreign country which authorizes the use of tires with metal studs or wire embedded tires may operate a motor vehicle with tires with metal studs or wire embedded tires while occasionally in the state (no more than 30 days in any six consecutive month period).
Tire chains
Tire chains of reasonable proportions are permitted when required for safety because of snow, ice, or other conditions tending to cause a vehicle to skid.
