Federal regulations
Michigan has adopted Part 393 of the Federal Regulations.
Applicability
Part 393 applies to an intrastate vehicle with a gross vehicle weight, gross vehicle weight rating, gross combination weight, or gross combination weight rating of 10,001 pounds or more (whichever is greater), or any size vehicle transporting a placardable amount of hazardous materials.
Brakes (surge)
A combination of vehicles with an actual combination gross vehicle weight or gross combination weight rating of 26,000 pounds or less, provided the trailer or semitrailer has an actual gross vehicle weight or gross vehicle weight rating of 15,000 pounds or less, may be equipped with surge brakes for intrastate operation as allowed by section 705(1)(c) of the Michigan Vehicle Code, 1949 PA 300, MCL 257.705. Vehicles of any size transporting a placardable amount of hazardous materials are prohibited from being equipped with surge brakes for intrastate operation.
First aid kit
No requirements.
Mudflaps
A truck, truck tractor, semitrailer, or any combination of these, when used on a highway, must be constructed, equipped, or operated to prevent water or other road substances from being thrown from the rear wheels of the vehicle or combination at tangents exceeding 22 ½ degrees measured from the road surface. If a flap device is used, it must not have attached any type of lamp, breakable reflective material, or reflecting buttons nor may the device extend beyond the maximum width of the vehicle or combination.
Tire chains
Tire chains of reasonable size may be used on a vehicle when required for safety because of snow, ice, or other condition tending to cause a vehicle to skid.
Windshield
A commercial motor vehicle must be equipped with at least two automatically operating windshield wiper blades, one on each side of the center line of the windshield, for cleaning rain, snow, or other moisture from the windshield. The blades must provide clear vision for the driver.
A commercial motor vehicle must be equipped with a hot air windshield defroster or an electrically heated windshield or other device to heat and maintain the windshield in operable condition at all times.
