Maryland has adopted Part 393 of the Federal Regulations.
Part 393 applies to vehicles with a gross vehicle weight rating or gross combination weight rating of 10,001 or more pounds as well as to anyone transporting hazardous materials requiring placarding.
No requirements.
A truck, trailer, or semitrailer must be equipped with metal protectors or substantial flexible flaps behind the rearmost wheels of the vehicle or combination of vehicles to prevent rocks, dirt, water or other substances from being thrown to the rear and to minimize side spray. Protectors or flaps must extend at least the width of the tires protected and have a ground clearance of not more than one-third of the horizontal distance from the bottom edge of the flap to the centerline of the axle (no closer than six inches from the ground when vehicle is loaded). If fenders or body construction provide sufficient protection, no splashguards are needed.
No tire may have blocks, studs, flanges, cleats, spikes, or other protuberances of any material other than rubber projecting beyond the tread surface.
Exception — From November 1 through March 31, owners of vehicles registered in Allegany, Carroll, Frederick, Garrett, or Washington County may use studded tires.
Tire chains of reasonable size may be used on any vehicle when required for safety because of snow, ice, or other conditions tending to cause a vehicle to skid.
