Federal regulations
Connecticut has adopted Part 391 of the Federal Regulations with the exception of Sec. 391.11(b)(1).
Applicability
Part 391 applies to intrastate commercial motor vehicles with a gross vehicle weight rating or gross combination weight rating or gross vehicle weight or gross combination weight of 18,001 pounds or more, and to any size commercial motor vehicle transporting hazardous materials requiring placards.
Age
Interstate commercial vehicle drivers and intrastate drivers transporting a placardable amount of hazardous materials must be at least 21 years old. Intrastate drivers not hauling a placardable amount of hazardous materials must be at least 18 years old.
Driver qualification file
A driver qualification file (Sec. 391.51) is required. There is an exception to the physical qualification requirement. See Physical Qualification below for details.
Operator’s license
The classes of driver licenses are:
Class | Description |
Class A | Any combination of vehicles with a gross vehicle weight rating (GVWR) of 26,001 or more pounds provided the GVWR of the vehicle(s) being towed is in excess of 10,000 pounds. |
Class B | Any single vehicle with a GVWR of 26,001 or more pounds, and any such vehicle towing a vehicle not in excess of 10,000 pounds GVWR. |
Class C | Any single vehicle with a GVWR of less than 26,001 pounds or any such vehicle towing a vehicle with a GVWR not in excess of 10,000 pounds comprising: |

Physical qualifications
Waivers are being issued by the Department of Motor Vehicles on an individual-case basis only to operators with the following medical problems: limb impairments, vision, and insulin-dependent diabetes.
