In Michigan, an individual may not hold or use a phone while operating a vehicle, including when:
- Sending or receiving a call;
- Sending, receiving, or reading a text message;
- Viewing, recording, or transmitting a video; or
- Accessing, reading, or posting to a social networking site.
A driver may not reach for a phone in a manner that requires them to maneuver so that they are no longer in a seated driving position and restrained by a seat belt.
These prohibitions do not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- A public utility employee or contractor responding to a public utility emergency;
- Use of a global positioning or navigation feature of a phone if information is not entered by hand;
- Use of a voice-operated or hands-free mode if the operator:
- Uses a single button press, tap, or swipe to activate or deactivate a feature or function of the phone or to select a phone number or name;
- Uses a phone integrated into a vehicle and has the user interface permanently installed into it;
- Use for continuously recording or broadcasting video inside or outside of a motor vehicle; or
- Use of a phone that is placed in a mount and used in any manner as described above.
