In Kansas, a person may not operate a vehicle while using a wireless communications device to write, send or read a written communication.
This prohibition does not apply to:
- Use by law enforcement and emergency personnel;
- A stopped vehicle not on the traveled portion of the roadway;
- Reading, selecting, or entering a phone number or name in a wireless communications device for the purpose of making or receiving a phone call;
- Receiving an emergency, traffic, or weather alert message; or
- Receiving a message related to the operation or navigation of the vehicle.
