In Vermont, an individual may not use a phone while operating a vehicle:
In a place open to public or general circulation of vehicles; or
On a highway, including while the vehicle is stationary or temporarily stationary because of traffic, a traffic control device, or other temporary delays.
These prohibitions do not apply to:
Communication with law enforcement or other emergency services;
Hands-free use;
Activation or deactivation of hands-free use, provided the phone is securely mounted or the activation or deactivation is done through an internal feature of the phone, or without the operator utilizing either hand to hold the phone;
Use of a global positioning or navigation system if securely mounted in the vehicle; or
A parked vehicle, without the motor running, where it can safely and lawfully remain stationary.
