In Washington, a person may not use a phone while driving a vehicle, including when the vehicle is temporarily stationary because of traffic, a traffic control device, or other momentary delays.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- A parked vehicle; or
- The minimal use of a finger to activate, deactivate, or initiate a function of the device.
