In Rhode Island, a person may not operate a vehicle while using a hand-held phone to engage in a call.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services,
- Use by law enforcement and emergency personnel,
- Use by employees or agents of a public utility, or
- Use of a hands-free phone.
