The California Division of Occupational Safety and Health (Cal/OSHA) has adopted standards for heat injury and illness prevention that go beyond the requirements of OSHA’s General Duty Clause. The HIIP standard applies to all outdoor places of employment. Employers in the industries of agriculture, construction, landscaping, oil and gas extraction, and transport/delivery of agricultural products, construction materials or other heavy materials are subject to additional rules for high-heat environments (95 degrees Fahrenheit or higher).

Employers must also implement an emergency response plan; allow for employee acclimatization to heat; and offer effective worker training regarding symptoms of heat illness and the appropriate first aid or emergency response.
Cal/OSHA requires all employers to establish an Injury and Illness Prevention Program for employees; therefore, workers exposed to excessive heat in indoor workspaces would be covered by that standard.
