In Utah, an individual may not use a phone while operating a vehicle on a highway to manually:

Dial a phone number,
Access the internet,
Record video,
Take a photograph,
Enter data, or
View a video or photograph.

This prohibition does not apply to:

Communication with law enforcement or other emergency services;
Use by law enforcement and emergency personnel;
Use of the phone for voice communication;
Viewing a global positioning or navigation application; or
Operation of:
- Hands-free or voice operated technology, or
- A system that is physically or electronically integrated into the motor vehicle.
