In Illinois, a person may not operate a vehicle while using a hand-held phone.
This prohibition includes using the device to watch or stream videos, participate in any video conferencing application, or access any social media site.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- Use in hands-free or voice-operated mode, which may include the use of a headset (but may not use the device to watch or stream video, participate in any video conferencing application, or access any social media site);
- Use while parked;
- Use when the vehicle is stopped due to normal traffic being obstructed and the driver has the motor vehicle transmission in neutral or park; or
- Using the phone by pressing a single button to initiate or terminate a voice communication, (but may not use the device to watch or stream video, participate in any video conferencing application, or access any social media site).
