Routing designations made by political subdivisions of a State (i.e. county, town, city) are considered made by the State (397.69). See State Information for routing designations.
A motor carrier transporting non-radioactive hazardous materials that require placarding shall comply with the routing designations of a State or Indian tribe.
If a motor carrier transporting hazardous materials required to be marked or placarded is not subject to State or Indian tribe routing requirements, the carrier shall operate the vehicle over routes which do not go through or near heavily populated areas, places where crowds are assembled, tunnels, narrow streets, or alleys, except when:
