Summary of differences between federal and state regulations
Federal COBRA applies to employers who offer group health plans, and have 20 or more employees, but state laws may also apply. Under Washington law, insurers must offer to plan participants the right to continue the group benefits for a period of time and at a rate agreed upon. (§48.21.250) There is an exception to this, and that’s when coverage is lost due to a labor dispute. Then coverage can continue for up to six months. (§48-21-075)
