Packaging materials and their hazardous material contents must be compatible to prevent significant reaction between the packaging materials and the contents of the package.
Scope
All packaging — whether performance-oriented, specification, or non-specification — must comply with the general packaging requirements detailed in 173.24 (non-bulk and bulk), 173.24a (non-bulk), and 173.24b (bulk).

Key definitions
- Packaging: A receptacle and any other components or materials necessary for the receptacle to perform its containment function in conformance with the minimum packing requirements. For radioactive materials packaging, see 173.403.
- Specification packaging: Packaging conforming to one of the specifications or standards for packagings in Part 178 or Part 179 of the Hazardous Materials Regulations.
Summary of requirements
These requirements are in addition to the requirements in Parts 178 and 179 of the Hazardous Materials Regulations.
One of the more significant general requirements appears in paragraph 173.24(e), which places the responsibility for packaging and product compatibility on the shipper/offeror. Nonetheless, compatibility has traditionally been deemed part of the package manufacturer’s responsibilities.
Some packaging manufacturers, therefore, will conduct compatibility testing at the shipper/offeror’s request.
Others will supply the shipper/offeror with samples of different packaging materials for the shipper/offeror’s use in determining compatibility.
