Vermont has adopted Part 393 of the Federal Motor Carrier Safety Regulations (FMCSRs).
Part 393 applies to vehicles operating intrastate with a gross vehicle weight or gross combination weight rating of 26,001 or more pounds, or transporting hazardous materials requiring placarding.

| Mudflaps | Trucks, trailers, and semitrailers must be equipped with metal protectors or substantial flexible flaps behind the rearmost wheels to prevent the wheels from throwing dirt, water, etc. on the windshields of the following vehicles. |
| Tires | Studded Tires - No person may operate a vehicle which has any flange, ribs, clamps, or other object attached to or made part of its wheels which will injure, cut into, or destroy the surface of the highway. Exception: Tires which are equipped with studs or cleats of a type designed for general use may be used to facilitate travel in the winter. |
| Tire Chains - Tire chains are required on specified portions of state highways during periods of winter weather for vehicles with a GVWR or GCWR > 26,000 lbs. when signs are posted and (whenever possible) notice is given through public service announcements. In areas where tire chains are required, there shall be adequate area for vehicles to pull off the traveled way to affix chains. Chains are defined as link chains, cable chains, or another device that attaches to a vehicle’s tire or wheel or to the vehicle itself and is designed to augment the traction of the vehicle under conditions of snow or ice. |
