Utah has adopted Part 393 of the Federal Motor Carrier Safety Regulations (FMCSRs), as amended through June 22, 2023.
Part 393 applies to an intrastate commercial vehicle:
- With a gross vehicle weight rating (GVWR), gross vehicle weight (GVW), gross combination weight rating (GCWR), or gross combination weight (GCW) of 26,001 or more pounds and is operated by an individual who is 18 years old or older;
- With a GVWR or GCWR of 16,001 or more pounds if the vehicle is operated by an individual under 18-years old; or
- Used to transport placardable hazardous materials.

| Mudflaps | Mudguard and fender requirements apply to trucks with a GVWR ≥ 10,500 lbs., any truck tractor, and any trailer or semitrailer with an unladen weight ≥ 750 lbs. Trucks, truck-tractors, trailers, and semitrailers (when at the rear of a combination of vehicles) are required to have wheel covers, mudguards, flaps, or splash aprons behind the rearmost wheels to prevent most dirt, water, or other materials from being thrown by the wheels onto other vehicles. The wheel covers, mudguards, flaps, or splash aprons must be at least as wide as the tire they’re protecting and directly in line with the tire. They must have a ground clearance of not more than 50 percent of the diameter of the rear-axle wheel, under any conditions of loading the vehicle. Exception: If fenders, body construction, etc. perform the same service, no mudflaps are required. |
| Tires | Studded Tires - No tire may have blocks, studs, flanges, cleats, spikes, or any protuberances of a material other than rubber which project beyond the tread surface of the tire. |
| Tire Chains - When road surface conditions warrant, the Utah Department of Transportation or Utah Highway Patrol may require vehicles over 12,000 pounds GVW to be equipped with traction devices on all drive tires. An exception is allowed in the case of dual tires, where traction devices are required for at least one of the two tires in the dual mounting. |
