Hawaii has adopted Part 393 of the Federal Motor Carrier Safety Regulations (FMCSRs) as they existed on May 31, 2018.
Part 393 applies to interstate and intrastate operation of a vehicle with a gross vehicle weight rating or gross combination weight rating, or gross vehicle weight or gross combination weight of 10,001 pounds or more, whichever is greater, or a vehicle of any size transporting a placardable amount of hazardous materials.

| Mudflaps | A commercial motor vehicle must be equipped with fenders, covers, or other devices, including flaps or splash aprons, to minimize the spray or splash of water or mud to the rear of the vehicle. |
| Tires | Studded Tires - Wheels which are fitted or equipped with flanges, ribs, clamps, cleats, lugs, chains, spikes, or other projections, other than rubber blocks, that are destructive to road surfaces may not be used. Exception: The use of studded snow tires is permitted on and Mauna Kea access road above Hale Pohaku or on any road within the Mauna Kea Science reserve leased to the University of Hawaii. |
