New York has adopted Part 396 of the Federal Motor Carrier Safety Regulations (FMCSRs), revised as of October 1, 2022.
Part 396 applies to intrastate and interstate operations when the vehicle has a gross vehicle weight rating, gross combination weight rating, gross vehicle weight, or gross combination weight of 10,001 pounds or more, or is of any size transporting a placardable amount of hazardous materials.
| Annual Inspections - Motor Carrier | The Department of Motor Vehicles conducts an official mandatory periodic vehicle inspection program for all motor vehicles registered in New York State. Every vehicle must be inspected at an officially designated inspection station and bear a valid certificate of inspection before original, transfer or renewal of a registration. This mandatory inspection program is considered equivalent to the Federal annual inspection requirement in Part 396. If a vehicle is registered in New York under the International Registration Plan (IRP), an inspection from another state may be accepted if it is an equivalent state-sponsored program. |
