In Kentucky, a person may not operate a vehicle while writing, sending, or reading text-based communication on a personal communication device.
This prohibition includes:
- Text messages,
- Instant messages, and
- Electronic mail.
This prohibition does not apply to:
- Communication with law enforcement or other emergency services;
- Use by law enforcement and emergency personnel;
- Use of a global positioning system; or
- Reading, selecting, or entering a phone number or name to make a phone call.
