Safety fitness certificates
The requirement to obtain a safety fitness certificate applies to operators of commercial vehicles defined as vehicles with a gross mass exceeding 4,500 kilograms and buses that have a seating capacity of more than 10 passengers.
An application for a safety fitness certificate must include
- Proof of valid vehicle insurance;
- Proof of incorporation or partnership registration and driver license numbers of all principals, officers, directors and partners of the business;
- A declaration that contains the following statements and
information:
- Certification that the information contained in the application is true;
- Acceptance of responsibility by the driver or carrier relating to legal requirements for the operation of commercial vehicles; and
- Confirmation of whether any principal, director, officer, or partner of a driver or a carrier has a safety rating certificate from the province or equivalent from any other jurisdiction, and if such certificate is unsatisfactory, details surrounding the revocation of the certificate or its equivalent;
- A certified copy of the driver’s or carrier’s operating record from any other jurisdiction where the carrier has been issued a safety rating certificate or equivalent where the driver or carrier is moving its operation from another jurisdiction to the province;
- A list of all existing trade or business names being operated under;
- A list of all commercial vehicles owned or operated by the applicant including the year, make, plate number and vehicle identification number;
- A list of all drivers employed, if the applicant is a carrier, including names, dates of birth, license numbers and license jurisdictions;
- All transportation services provided by the applicant;
- A statement as to whether the applicant intends to transport dangerous goods in the vehicle, if applicable; and
- Any other information requested.
Carrier profiles
The Profile System provides the government with a record of each driver and carrier’s performance and is the enforcement mechanism by which government will remove unsatisfactory drivers and carriers from service. Computer system currently profiles carriers.

Application
The purpose of the Compliance Review is to assist carriers in their awareness of applicable safety standards and their obligations contained therein. At this time, the standard is under development.

Facility audits
All commercial carriers in Prince Edward Island are subject to audits. Carrier audits are intended to educate and monitor carrier compliance. Carriers will be selected for facility audits based on their carrier profiles or by random selection.
For the purposes of a facility audit, each carrier is required to maintain:
- For each driver who operates a commercial vehicle on the carrier’s behalf: the driver’s employment application, an annual certified abstract of the driver’s operating record; the class of license held by the driver; the medical records of the driver; the training and special qualifications of the driver, with expiry dates; the hours of service worked by each driver; all summary or indictable convictions for driving offences or Criminal Code (Canada) driving offences for each commercial vehicle driver; all traffic accidents in which the driver was involved; the driver’s trip inspection reports; and the driver’s receipts for on-road travel;
- For each commercial vehicle owned or operated by the carrier: records of all vehicle maintenance and inspection procedures carried out in accordance with the Commercial Vehicle Trip Inspection and (Records) Regulations, and the Motor Vehicle Inspection Regulations; records of any notice of defect received from the vehicle manufacturer, and proof that the defects have been corrected; fuel receipts; bills of lading and shipping documents; and CVSA Inspections Reports;
- The results of CVSA Inspections;
- The carrier’s policy and procedures for driver management and vehicle maintenance; and
- Any other records considered necessary to determine the safety rating of a carrier.
Every carrier must maintain the records for the current calendar year and four calendar years thereafter. The records required to be maintained must be kept and made available at the carrier’s main place of business within the province.
A carrier may request a facility audit. The fee for such a request is $30 per hour.
