Application
The cargo securement regulations became effective April 25, 2013. The rules apply to commercial vehicles that transport goods and that are trucks, truck tractors or trailers, or any combinations of them, that have a registered gross vehicle weight of more than 5,000 kilograms. If a commercial vehicle is transporting cargo on a public highway, carriers and drivers are responsible for ensuring compliance with the cargo securement rules in Saskatchewan.
The cargo securement requirements do not apply to a commercial vehicle that is used to haul round or rectangular hay or straw bales within 50 kilometres of the load’s place of origin if the commercial vehicle is:
- Operated by or for a farmer;
- Does not exceed the lower of:
- The posted speed limit; and
- Eighty kilometres per hour; and
- Not operated on any of the following provincial highways except to cross the highway: Provincial Highway No. 1; Provincial Highway No. 3, from Tisdale to its junction with Provincial Highway No. 40; Provincial Highway No. 4, from North Battleford to its junction with Provincial Highway No. 26; Provincial Highway No. 5, from Watson to Saskatoon; Provincial Highway No. 6, from Corinne to Southey; Provincial Highway No. 7; Provincial Highway No. 9, from Yorkton to Canora; Provincial Highway No. 10; Provincial Highway No. 11; Provincial Highway No. 12, from Saskatoon to its junction with Provincial Highway No. 312; Provincial Highway No. 14, from Saskatoon to Asquith; Provincial Highway No. 16; Provincial Highway No. 33, from Kronau to Regina; Provincial Highway No. 39, from the International Boundary to Corinne; Provincial Highway No. 41, from its junction with Provincial Highway No. 5 to its junction with Provincial Highway No. 27; and Provincial Highway No. 46.
General requirements
Saskatchewan adopts National Safety Code (NSC) Standard 10, Cargo Securement, published by the Canadian Council of Motor Transport Administrators, as amended from time to time.

NSC Standard 10 was updated effective June 2013 to require friction mats to be marked by the manufacturer with the maximum usable friction resistance (if the mats are to be considered part of a cargo securement system), to add proper securement requirements for transverse rows of metal coils, and to correct a difference between the requirements in the standard and the current designs of integral locking devices on intermodal containers.
Loads on commercial vehicle combinations
A driver may not drive or operate any combination of commercial vehicles on a public highway if the load is carried by more than one of the commercial vehicles in the combination, unless:
- The combination of commercial vehicles carrying the load consists of a pole trailer equipped with a compensating reach;
- The load is supported at an articulation point in the combination of
commercial vehicles by:
- A fifth wheel coupler and a kingpin;
- A pintle hook and a lunette eye assembly; or
- A turntable or swivel bunk; or
- The load is supported in a way that protects the load from shifting or falling and that is at least as effective as the methods described above.

Saskatchewan has specific cargo securement requirements for the transportation of round bales.
