In North Dakota, no vehicle may be driven or moved on any highway unless it is constructed or loaded to prevent its contents from dropping, sifting, leaking, or otherwise escaping.
In addition, no person may operate on any highway any vehicle with any load unless the load and any covering are securely fastened to prevent the covering or load from becoming loose, detached, or in any manner a hazard to other users of the highway.
This requirement does not apply to the following:
- The dropping of sand for the purpose of securing traction, or
- The sprinkling of water or other substances for cleaning or maintaining the roadway.
