Cargo loading and securement - District of Columbia
The District of Columbia has adopted Part 393 of the Federal Motor Carrier Safety Regulations (FMCSRs), as currently in effect. The adoption includes regulations dealing with projecting loads (393.87) and cargo securement (Part 393, Subpart I).
Part 393 applies to vehicles with a gross vehicle weight rating or gross combination weight rating exceeding 10,000 pounds, and to any vehicle transporting hazardous materials requiring placards.
In the District of Columbia, no person may operate a vehicle on the public roadways carrying loose debris or cargo that could be dislodged without covering and restraining the loose debris or cargo to render it immobile.
Loose debris or cargo does not need to be covered or restrained if it is loaded so that the height of the cargo against the sides of the vehicle container:
- Does not extend above a point six inches below the top of the vehicle container, and
- No portion of the load extends above the top of the vehicle container.
