The California Air Resources Board (CARB) Zero-Emissions Vehicle Fleet Program is California’s overall plan to transition the vehicle fleet in use in California to zero-emissions vehicles.
Scope
All state and local government fleets operating in California.
Regulatory citations
- Various California Code of Regulations
Key definitions
- California Air Resources Board (CARB): The state agency in California charged with controlling air pollution.
- Truck Regulations Upload, Compliance, and Reporting System (TRUCRS): TRUCRS is used for meeting reporting requirements for several in-use fleet regulations, including ACF.
- Zero emissions vehicle (ZEV): A vehicle that CARB has certified as operating with zero emissions. Examples include battery-powered vehicles and vehicles powered by hydrogen fuel cells.
Summary of requirements
There are two programs that are part of the Zero-Emissions Vehicle Fleet program that affect motor carriers:
- Advanced Clean Truck (ACT), and
- Advanced Clean Fleet (ACF).
Under the Advanced Clean Truck (ACT) rule, manufacturers must sell a specific percentage of zero-emissions vehicles (ZEVs) to be able to sell vehicles in California. Note that other states are or will be adopting regulations similar to CARB’s ACT.
Under the Advanced Clean Fleet (ACF) regulation, state and local government fleets must transition to zero-emissions vehicles.
