Wild birds may not be purchased, sold, bartered, or traded. This includes wild-bred, captive-raised birds. Various regulations authorize the sale of captive-bred birds, primarily waterfowl, game birds, and raptors. Purchasers do not hold full private ownership of the bird, even when captive bred.
