No. The Pre-employment Screening Program (PSP) driver report uses data from the MCMIS (Motor Carrier Management Information System) database. This federal repository receives its data from roadside inspection reports and commercial motor vehicle crash reports, both from enforcement.
MCMIS is not connected to state driver’s licensing agencies to receive traffic convictions. The state agency and the federal databases are not sharing common information. As a result, you must request a motor vehicle record (MVR) from each state in which a driver was licensed in the previous three years.
The answers to the questions posed to former employers for the safety performance history (SPH) are housed in the motor carrier’s safety compliance records. Areas include general employment verification and DOT accidents and other minor crashes. The only common denominator between the SPH and the PSP is the DOT crash history. But the motor carrier’s accident register may contain events not yet uploaded to MCMIS or that did not result in a crash report. Even if your request a PSP report, you must continue to ask the former DOT-regulated employers to provide you with the safety history.
