Can entry into an empty tanker truck that contained only non-hazardous liquid be reclassified as a non-permit confined space?
If the tank contains baffles that could trap an entrant and interfere with the entrant’s ability to escape the space in an emergency, then you would not be able to reclassify the space because you could not eliminate the internal configuration hazard from the tank.
