No. Under the Hazard Communication Standard, 29 CFR 1910.1200, pictograms on containers to be shipped must have red borders because OSHA believes that the use of the red frame will increase recognition and comprehensibility. Therefore, the red frame is required regardless of whether the shipment is domestic or international.
