No. Under federal hours-of-service rules, the exception for adverse driving conditions (395.1(b)) already allows drivers of property-carrying commercial motor vehicles to drive for up to 13 hours within a 16-hour window of time. A driver may not try to also use the 16-hour exception (395.1(o)) to gain even more driving or on-duty time.
