Motor carriers purchasing diesel bulk fuel for storage in Arizona may only purchase it tax-paid — it may not be purchased tax-free. There are no license or bond requirements to purchase bulk fuel, however, it may only be used by the motor carrier to fuel their own vehicles. The carrier cannot sell the fuel.

Both bulk fuel purchased and bulk fuel withdrawn records must be maintained by the carrier. Records in the form of a log, or individual receipts are both acceptable and are required for audit purposes.
