- Applications. In New York the manufacturers of autonomous vehicle technology or entities creating such technology working with manufacturers can apply to test or demonstrate AVs on New York roadways. Vehicles listed on any application must:
- Comply with all federal standards and applicable New York State inspection standards.
- Have a $5M insurance policy.
- To apply, the completion and submission of two documents is required:
- Licensed driver. AVs must have a licensed driver behind the wheel.
- The driver must be in the driver’s seat while the vehicle is operating and must be ready to take control when required to operate the vehicle safely and lawfully.
- Every test vehicle operator must be adequately trained.
- Interaction plan. Applicants must also include a law enforcement interaction plan.
- Submission of reports. Applicants must submit their report on demonstrations or tests, undertaken pursuant to the DMV permit, to the Commissioner of Motor Vehicles no later than March 1, 2025, as the project expires on April 1, 2026.
- Insurance. Only applications with a law enforcement interaction plan and proof of insurance will be accepted.
