Lithium cells or batteries that have been damaged or identified by the manufacturer as being defective for safety reasons, that have the potential of producing a dangerous evolution of heat, fire, or short circuit (e.g., those being returned to the manufacturer for safety reasons) may only be transported by highway, rail, or vessel.
These cells or batteries are strictly forbidden for transportation by aircraft. They must be packaged according to the provisions of § 173.185(f).
There are no exceptions from any HMR requirements (e.g., training, shipping papers, marking, labeling) for damaged lithium cells or batteries.
