Yes, landfills are subject to certain SARA Title III requirements.
Subtitle A of Title III identifies facilities that present a potential hazard for a chemical emergency and provides a process for local emergency planning committees to engage with such facilities. Facilities work with the committees to determine the significance of the release hazard and develop response plans for a timely and appropriate response to a chemical spill.
Landfills meet the definition of "facility" and may present a potential hazard for a chemical emergency in some instances. Therefore, the Environmental Protection Agency interprets landfills to be subject to reporting and notification requirements under Section 302 in Subtitle A.
