Yes, CLP holders are treated the same as someone who has commercial driver’s license (CDL). Operation of a commercial motor vehicle (CMV) as defined in 382.107 and associated activities are defined as safety-sensitive functions. Part 382 does not take into account employees who are working toward a CDL and require a trainer with a CDL in the cab with them.
