Common Carrier Permit
If purchased within Virginia, a Common Carrier Permit authorizes non-commercial carriers to transport unlimited quantities of wine and beer as well as more than three gallons or 12 liters of other alcoholic beverages. If purchased outside of Virginia, a Common Carrier Permit authorizes non-commercial drivers to transport more than one gallon of wine, beer, and alcoholic beverages.
Carriers can apply for the permit online on the Alcoholic Beverage Control Authority website. Submit on company letterhead a written request to be an approved common carrier of wine and/or beer shipped by holders of a Virginia ABC shipper's license, as well as evidence of approval as an interstate common carrier, to the attention of the Virginia ABC Tax Management Section.
Include contact person's name, complete address of the company, telephone number, fax number and email address. Also include a statement that, as a common carrier, you are aware of the requirement that common carriers are required to file a monthly report to Virginia ABC of all shipments to individual consumers in Virginia. Approved common carriers must refuse delivery when the proposed recipient appears to be under the age of 21 years and refuses to present valid identification.
Transportation Permit (commercial carrier)
A Transportation Permit (commercial carrier) authorizes a commercial carrier to regularly transport alcoholic beverages within, into, or throughout Virginia. Carriers can apply for the permit online on the Alcoholic Beverage Control Authority website.
Fees
The Common Carrier Permit fee is $350. The Transportation Permit (commercial carrier) fee is $350.
Bonds
No special bonds are needed to transport alcoholic beverages out of, through, or within Virginia.
Reports
All approved Virginia ABC common carriers are required to file a monthly report on forms prescribed by the ABC. The report is to be filed with the ABC, along with a signed copy of all invoices delivered to recipients in Virginia during the preceding month. This report must be postmarked no later than the 15th of the month or, if the 15th is not a business day, the next business day. Common carriers must report the quantities of wine and/or beer delivered into or within the Commonwealth. The report must also include the name and addresses of the purchasers to whom wine and/or beer was delivered.
