When do drivers need a hazardous materials endorsement on their CDL?

If they transport any hazardous materials that are required to be placarded (49 CFR Part 172) or any quantity of a select agent or toxin (42 CFR Part 73), then they must have a hazardous materials endorsement on their CDL in order to drive the vehicle.
